FOE Velocity

The gate classification rule that fires when a single IP accesses more pages per time unit than the configured velocity threshold. FOE velocity events indicate high-speed content harvesting and trigger slow-drip connection exhaustion. Distinct from the standard FOE classification which is based on identity signals rather than behavioral signals.
