Whitelist IP

An IP address that is explicitly authorized in iff_config.json to receive full content regardless of user agent or behavioral signals. Drew McCallister's IPv4 (173.49.231.36), IPv6, and Michelle's IP (47.204.163.168) are whitelisted across all IEO Engine deployments.
